1. In this writ petition two questions have been raised by the petitioner : viz. firstly, it has been prayed that the promotions of the respondents Nos. 4 to 23 to the posts of Office Assistants in the Rajasthan Canal! Project and the reversion of the petitioner from the aforesaid post be quashed In the second place it has been urged that the inter laced seniority list issued by the Chief Engineer of the Irrigation Department of the State of Rajasthan vide his office order dated December 18, 1971 be quashed.

2. In view of the order, I propose to make in this writ petition, it is-not necessary to give detailed facts which led the petitioner to file this petition. It would be sufficient to save that the petitioner as well as the respondents are substantive Upper Division Clerks working in the Irrigation Department of the State of Rajasthan, the Rajasthan Canal Project and the Rana Partapsagar and jawahar Sagar Dams Project. Organisations. The petitioner was promoted as an officiating Office Assistant on ad hoc basis in the Rajasthan Canal Project by the order dated September 5, 1968 but by the order of the Chief Engineer. Irrigation, Rajasthan, Jaipur dated 16/17 May 1972 he was inverted to his substantive post of Upper Division Clerk, while the respondents Nos. 4 to 23 were so promoted as office Assistants temporarily on ad hoc basis. As all the promotions, to the posts of Office Assistants have been made in a temporary capacity on ad hoc basis, the petitioner can row have no grievance in the matter after he was similarly promoted again on June 27, 1972 to the aforesaid post.

So far as the other prayer of the petitioner regarding the interlaced seniority list dated December 18, 1971 is concerned, it may be pointed out that the said seniority list has been drawn on provisional basis and objections have been invited in respect thereof from the concerned employees The ca se of the petitioner is that he has ahead filed his objections in respect of the aforesaid inter-laced seniority list but the fame have not been disposed of and the seniority list has not been finalized as yet. As no final inter-laced seniority list of permanent Under Division Clerks and permanent Stenographers Grade II has been drawn up as yet, the petitioner can have he grievance in the matter until his representation or objections in respect of the provisional seniority list are decided and a final inter-laced seniority list is prepared. Of course, there is no doubt that a final seniority list of Upper Division Clerks was drawn up on September 1, 1963 and as the petitioner at that time was only an officiating Upper Division Clerk, his name has been shown in the said seniority list of substantive Lower Division Clerks working as officiating Upper Division Clerks in the Irrigation Department, Rajasthan, and the petitioner can not be heard to complain about the said seniority Ms4 issued on September 1, 1963 after the lapse of such a long time.

4. In view of the above discussion, the petitioner is not entitled to any relief at this stage. The writ petition is, therefore, dismissed. The parties are left to bear their own costs
