1[In section 21 of the principal Act,-- (a) in sub-section (1), the following proviso shall be inserted, namely: -- "Provided that any statutory authority, may, suo motu, make such a reference to the Commission."; (b) for sub-section (2), the following sub-section shall be substituted, namely: -- "(2) On receipt of a reference under sub-section (1), the Commission shall give its opinion, within sixty days of receipt of such reference, to such statutory authority which shall consider the opinion of the Commission and thereafter, give its findings recording reasons therefor on the issues referred to in the said opinion."] __________________________ 1. THE KERALA ROAD SAFETY AUTHORITY ACT, 2007 THE KERALA ROAD SAFETY AUTHORITY ACT, 2007 AN ACT to provide for the constitution of a Road Safety Authority for the implementation of road safety programmes in the State, for the establishment of a Road Safety Fund and for matters connected therewith and incidental thereto . .....USERS & PEDESTRIANS (PUBLIC SAFETY & CONVENIENCE) ACT, 2007 THE SHIMLA ROAD USERS & PEDESTRIANS (PUBLIC SAFETY & CONVENIENCE) ACT, 2007 [Act No. 2 of 2008] [13th February, 2008] PREAMBLE An ACT to restore the sanctity of the Shimla Mall Road by preventing its use as a thoroughfare and to provide for regulation of vehicular traffic in the interest of public safety and convenience on the sealed and restricted roads of Shimla town to prevent annoyance and injury to pedestrians and to provide for matters connected therewith or incidental thereto. Be it enacted by the Legislative Assembly of Himachal Pradesh in the Fifty- eighth Year of the Republic of India as follows:-- Section 1 - Short title, extent and commencement (1) This Act may be called the Shimla Road Users and Pedestrians (Public Safety and Convenience) Act, 2007. (2) It extends to the Municipal limits of Shimla Town. (3) It shall come into force at once. Substitution of section 6.-- For section 6 of the principal Act, the following section shall be substituted, namely:-- "6. Right of owners to cut and remove trees in non-notified areas in non-forest land.-- (1) Notwithstanding anything contained in any other law for the time being in force and subject to the other provisions of this Act, every owner of non-forest land in a non-notified area shall have the right to cut and transport any tree, other than sandalwood tree, standing on his land: Provided that the provision of this sub-section shall not apply to trees, if any, reserved by the Government at the time.....

.....as specified in this Act; (j) "Medical Practitioner" means an Ayurveda Medical Practitioner registered under the Travancore-Cochin Medical Practitioners Act, 1953 (9 of 1953) or Indian Medicine Central Council Act, 1970 (Central Act 48 of 1970); (k) "State" means the State of Kerala; (l) ''Treatment'' means all types of treatments provided as per Ayurveda system of treatment, for the cure of any particular disease or improving the health of any person. CHAPTER II ISSUE OF LICENCE AND CONTROL 3. Issue of licence to Ayurveda Health Centres.- (1) No person shall run any Ayurveda Health Centre within the jurisdiction of a local self Government institution after the commencement of this Act without a licence issued under section 6 of this Act in addition to the licence issued from the Local Self Government Institution. (2) In the case of an Ayurveda Health Centre functioning, within the jurisdiction of any Local Self Government Institution, at the time of commencement of this Act, shall obtain licence under this Act within six months from the date of commencement of this Act and if fails to obtain such licence or to apply for such licence, such Centre shall not continue.....

Definitions.- In this Act, unless the context otherwise requires,- (a) ''Board'' means the Kerala Dairy Farmers' Welfare Fund Board constituted under section 8; (b)''Chief Executive Officer'' means the Chief Executive Officer appointed under sub-section (1) of section 11; (c) ''contribution'' means the sum of money payable to the Fund under section 7; .....
