.....to carry on business or work as a Trader, Commission Agent, Dalal, Palledar, Warehouseman, Contract Farming Buyer, Processor, Owner or Manager of a factory or in such other capacity, may apply to the Market Committee for registration or renewal within such period and in accordance with such procedure, as may be prescribed except under and in accordance with the conditions of license obtained therefore from the Committee concerned. (2) The Market Committee may grant or renew the registration or refuse to register or renew the registration, on the basis of one or more following reasons " (a) the applicant is a minor or is not bonafide; (b) the applicant has been declared defaulter under this Act and Rules and bye-laws made there under; or (c) the applicant has been declared guilty under this Act. (3) (a) the application received under sub-section (1) shall be disposed off by the Market Committee as required in sub-section (2) within four weeks; but if the Market Committee fails to dispose off the applications within four weeks, then- (i) the applicant may send a written reminder to the Market Committee about his application; (ii) In addition, the applicant may inform.....

CHAPTER 12 OIL SEEDS AND OLEAGINOUS FRUITS, MISCELLANEOUS GRAINS, SEEDS AND FRUIT; INDUSTRIAL OR MEDICINAL PLANTS; STRAW AND FODDER NOTES 1. Heading 1207 applies, inter alia, to palm nuts and kernels, cotton seeds, castor oil seeds, sesamum seeds, mustard seeds, safflower seeds, poppy seeds and shea nuts (karite nuts). It does not apply to products of heading 0801 or 0802 or to olives (Chapter 7 or Chapter 20). 2. Heading 1208 applies not only to non-defatted flours and meals but also to flours and meals which have been partially defatted or defatted and wholly or partially refatted with their original oils. It does not, however, apply to residues of headings 2304 to 2306. 3. For the purposes of heading 1209, beet seeds, grass and other herbage seeds, seeds of ornamental flowers, vegetable seeds, seeds of forest trees, seeds of fruit trees, seeds of vetches (other than those of the species Vicia faba) or of lupines are to be regarded as "seeds of a kind used for sowing". Heading 1209 does not, however, apply to the following even if for sowing: (a) leguminous vegetables or sweet corn (Chapter 7); (b) spices or other products of Chapter 9; (c) cereals (Chapter 10);

(1) This Act may be called the Coconut Development Board Act, 1979. (2) It extends to the whole of India. (3) It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. Section 2 - Declaration as to expediency of control by the Union It is hereby declared that it is expedient in the public interest that the Union should take under its control the coconut industry. Section 3 - Definitions In this Act, unless the context otherwise requires,-- (a) "Board" means the Coconut Development Board established under section 4; (b) "Chairman" means the Chairman of the Board; (c) "coconut" means the fruit of coconut palm and includes green coconut, ripe coconut and copra. .....309, the Government of India is now compelled to deal with many of these matters by means of non-statutory executive orders. This is neither satisfactory nor quite justifiable. 2. Before the commencement of the Constitution, the Government of India issued the Indian Civil Administrative Cadre Rules and the Indian Police Service Cadre Rules. Although these Rules, in so far as they are not inconsistent with the Constitution, are continued in force by Article 313of the Constitution, they authorise the regulation of only such items relating to the conditions of service as had already been settled. Emergency recruitment to these services to fill the gaps left by the departure of the British element in the I.C.S. and the Indian Police was still in progress at that time. Many matters relating to the conditions of service of such officers were only decided after the Constitution had come into force. Other very important matters such as the fixation of retirement benefits have yet to be settled. The manufacture of desiccated coconut, a product of commercial importance with world-wide demand, is still in its infancy. The new processing techniques for the conversion or wet coconut kernel into various edible products such as protein, oil, flour etc. have not yet been adopted for commercial purposes. Effective processing techniques have also to be developed for the profitably utilisation of other by-products such as shell, pith, coconut water etc. 3. The individual coconut holdings are small and invariably held by poor farmers who by themselves are not able to undertake the task of developing coconut industry as such, much less to modernise it. It is felt that an integrated development of coconut industry would boost the income and employment potential and thereby bring about a significant impact on the economic conditions of the people. 4.
