THE KERALA FISHERMEN DEBT RELIEF COMMISSION ACT, 2008 ACT 18 OF 2008 THE KERALA FISHERMEN DEBT RELIEF COMMISSION ACT, 2008 An Act to provide for urgent relief to the fishermen who are in distress due to indebtedness, by constituting a Commission for recommending relief measures to such fishermen and for solving their problems through conciliation, negotiation and adjudication and for matters connected therewith or incidental thereto; Preamble.-WHEREAS, majority of the traditional fishermen, earning livelihood by fishing in sea and in inland waters, are now entrapped in great indebtedness; AND WHEREAS, loan was obtained in large scale from various agencies, banks and individuals for the purchase of fishing equipments and the situation of inability to repay the debt exist for years due to disgust in production, fall in price and unemployment and exploitation by intermediaries and the liability of debt has been accruing; AND WHEREAS, the liability of fishermen is increasing due to natural calamities, sea erosion, Tsunami and the ruins due to monsoon etc., occurring again and again the loss of work and the losses caused to the fishing equipments etc; AND WHEREAS, they are.....

THE KERALA FARMERS' DEBT RELIEF COMMISSION (AMENDMENT) ACT, 2008 ACT 30 OF 2008 THE KERALA FARMERS' DEBT RELIEF COMMISSION (AMENDMENT) ACT, 2008 AN ACT to amend the Kerala Farmers' Debt Relief Commission Act, 2006. Preamble.- WHEREAS, the Government of Kerala consider it necessary to enhance the representation of farmers in the Kerala Farmers' Debt Relief Commission so as to make its functioning more efficient and to complete within specified period; BE it enacted in the Fifty-ninth Year of the Republic of India as follows:- 1. Short title and commencement. - (1) This Act may be called the Kerala Farmers' Debt Relief Commission (Amendment) Act, 2008. (2) It shall be deemed to have come into force on the 22nd day of May, 2007. 2. Amendment of section 3.- In sub-section (2) of section 3 of the Kerala Farmers' Debt Relief Commission Act, 2006(1 of 2007)(hereinafter referred to as the principal Act),- (1) for the words "five members", the words "seven members" shall be substituted; (2) in item (iii), for the words "two representatives of farmers", the words "four representatives of farmers" shall be substituted. 3. .....Assistant Commissioner of Central Excise and such annual capacity of production shall be deemed to be the annual production of such goods by such factory: Provided that where a factory producing notified goods is in operation during a part of the year only, the annual production thereof shall be calculated on proportionate basis of the annual capacity of production: Provided further that in a case where the factor relevant to the production is altered or modified at any time during the year, the annual production shall be re-determined on a proportionate basis having regard to such alteration or modification. (3) The duty of excise on notified goods shall be levied, at such rate, on the unit of production or, as the case may be, on such factor relevant to the production, as the Central Government may, by notification in the Official Gazette, specify, and collected in such manner as may be prescribed: Provided that where a factory producing notified goods did not produce the notified goods during any continuous period of fifteen days or more, the duty calculated on a proportionate basis shall be abated in respect of such period if the manufacturer of such goods fulfils.....
