Title: Constitution of Separate Central Boards for Direct Taxes and for Excise and Customs

(1) The Central Government shall, in place of the Central Board of Revenue, constitute two separate Boards of Revenue to be called the Central Board of Direct Taxes and the Central Board of Excise and Customs, and each such Board shall, subject to the control of the Central Government, exercise such powers and perform such duties, as may be entrusted to that Board by the Central Government or by or under any law. (2) Each Board shall consist of such number of persons1[not exceeding seven] as the Central Government may think fit to appoint. ___________________________ 1. Amendment of section 23 In section 23 of the Government of Union Territories Act, 1963 (hereinafter referred to as the principal Act), in sub-section (1), for clause (e), the following clause shall be substituted, namely:- "(e) the receipt of money on account of the Consolidated Fund of the Union territory or the public account of the Union territory or the custody or issue of such money or the audit of the accounts of the Union territory:". 3. Amendment of section 47 In section 47 of the principal Act, for the words "all bans advanced to the Union territory from the Consolidated Fund of India", the words "all loans advanced to the Union territory from the Consolidated Fund of India and all loans raised by the Government of India or the Administrator of the Union territory upon the security of the Consolidated Fund of the Union territory" shall be substituted. 4. Insertion of new section 47A After section 47 of the principal Act, the following section shall be inserted, namely:-- '47A. Title: Transitional Provisions for Administration of Justice in Certain Areas in the Union Territory of Mizoram

On and from the commencement of this Act in the Union territory of Mizoram and until other provisions in this behalf are made by a competent Legislature or other competent authority, the administration of justice in those areas of that Union territory which are not comprised in any autonomous district under the Sixth Schedule to the Constitution shall be carried on, so far as may be, in accordance with the provisions of paragraphs 4 and 5 of that schedule, as if those areas were comprised in an autonomous district under that Schedule and the provisions of the said paragraphs were in force in those areas and for this purpose.- (i) all powers and functions of a District Council under the provisions of the said paragraph 4 shall be exercised and discharged by the Administrator or any officer appointed by him in this behalf; (ii) the said paragraph 5 shall have effect as if references to the District Council, the Regional Council and the Courts constituted by the District Council, by whatever form of words, had been omitted there from; and (iii) references to Governor in the said paragraphs 4 and 5 shall be construed as references to the Administrator.]
