The Delivery of Books [and Newspapers] (Public Libraries) Act, 1954 Complete Act

.....other engravings belonging to the book have been made and a copy of the first or some preceding edition of which book has been delivered under this Act. Section 3A - Delivery of newspapers to public libraries (inserted by Act XCIX of 1956) [Subject to any rules that may be made under this Act. but without prejudice to the provisions contained in the Press and Registration of Books Act, 1867 (XXV of 1867), the publisher of every newspaper, published in the territories to which this Act extends, shall deliver at his own expense one copy of each issue of such newspapers as soon as it is published to each such public library as may be notified in this behalf by the Central Government in the Official Gazette. Section 4 - Receipt for books delivered The person in charge of a public library (whether called a librarian or by any other name) or any other person authorised by him in this behalf to whom a copy of a book is delivered under section 3 shall give to the publisher a receipt in writing therefor. Section 5 - Penalty Any publisher who contravenes any provision of this Act or of any rule made thereunder shall be punishable with fine which may extend to fifty rupees.....

.....Legislative Assembly of Travancore Cochin (Removal of Disqualifications) Act, 1951 Preamble.-Whereas it is deemed necessary to amend the Legislative Assembly of Travancore-Cochin (Removal of Disqualifications) Act, 1951 (Act XV of 1951), for the purpose hereinafter appearing; Be it enacted in the Fifth Year of the Republic of India as follows:- 1.Short title and commencement.-(1) This Act may be called the Legislative Assembly of Travancore-Cochin (Removal of Disqualifications) Amendment Act, 1954. (2) It shall come into force at once. 2.Amendment of Section 2, Act XV of 1951."In Section 2 of the Legislative Assembly of Travancore Cochin (Removal of Disqualifications) Act, 1951 (Act XV of 1951)- (i)in clause (iv), the word ˜or' shall be added at the end; and (ii)after clause (iv), the following clause shall be inserted, namely:- "(v) that he holds an office in the National Cadet Corps raised and maintained under the National Cadet Corps Act, 1948 (Central Act XXXI of 1948), or in the Territorial Army raised and maintained under the Territorial Army Act, 1948 (Central Act LVI of 1948.)" .....nor shall the service of such notice be deemed to prevent the Government from taking any proceeding de novo in respect of the undertaking under this Act. Section 4 - Power of Government to take over any undertaking (1) The Government may, in respect of any undertaking not taken over by them before the commencement of this Act, by order in writing, declare that it shall vest in them on the date specified therein, such date not being earlier than four months from the date of the declaration: Provided that the Government may, from time to time, postpone such date, so however that the postponed date shall not be later than one year from the date originally fixed. (2) Every order under sub-section (1) shall be served on the licensee in the prescribed manner and shall also be published in such manner as the Government think fit. Section 5 - Compensation payable to a licensee (1) The compensation payable to a licensee, on whom an order has been served under section 4 or whose undertaking has been taken over before the commencement of this Act, shall be determined under any one of the Basis A, B and C specified below, as may be chosen under section 8.
