Vice-President, is the ex-officio Chairman of the Rajya Sabha. He presides over the sittings of that House. He enjoys all powers to regulate the debate and proceeding of Rajya Sabha and is also the Head of the Secretariat of that Hose, A Comment-ary on the Constitution of India, Durga Dass Basu, 4th Edn., Vol. 2, p. 388, Constitution of India, Art. 64.
