Definition :

Treaty, negotiation, act of treating, a compact between nations. It is the sovereign's prerogative to make treaties, leagues, and alliances with foreign states and princes.

A formally signed and ratified agreement between two nations or sovereign; an international agree-ment concluded between two or more states is written form and governed by international law, Black's Law Dictionary, 7th Edn., p. 1507
