Toffee, mean 'all kinds of sweet made from sugar, butter etc.' A person manufacturing sweetmeat including things like toffee is called a confectioner, Oxford English Dictionary, see also Pappu Sweets and Biscuits, etc. v. Commissioner of Trade Tax, Lucknow, U.P., AIR 1998 SC 3247.
