Title short, means label and index heading cited in the first clause of a Bill, Practice and Procedure of Parliament, M.N. Kaul and S.L. Shakdher, 5th Edn., 2001, p. 536.

Means the name by which a Bill is described in notice, order paper, votes and proceedings and the journal of the House of Commons and Publications of House of Lords, follows the title proper which is prefixed to the Bill, Parliamentary Dictionary, L.A. Abraham and S.C. Hawtrey, 1956, pp. 188-189.
