IN THE HIGH COURT OF JUDICATURE AT PATNA Miscellaneous Jurisdiction Case No.2780 of 2011 Kaushal Kishore Singh,S/o Sri Bashisth Narayan Singh, resident of village Rasalpur, P.S. Baijpatti, District Sitamarhi. Petitioner. Versus 1. The State of Bihar.

2. Mr. J.K. Rao, the Commissioner cum- Chairman, Koshi Command Area Development Agency, Saharsa.

3. Engineer Dhirendra Kumar, the Managing Director, Koshi Command Area Development Agency, Saharsa.

4. Mr. Satyanarayan Mandal, the Secretary, Koshi Command Area Development Agency, Saharsa. Opposite Parties. ---------------------------------- 07/ 11.01.2012 Heard Sri Lalan Kumar Singh for the petitioner, Sri Amit Srivastava for O.P. No. 2, Sri Satish Chandra Jha for O.P.
