1. The Commission by its order dated 4.7.2005 had decided to implement ABT on single-beneficiary generating stations, which included Kayamkulam GPS owned by National Thermal Power Corporation Limited (NTPC), the generating company owned or controlled by the Central Government, with effect from 1.12.2005.

2. NTPC filed an affidavit stating that it had installed special energy meters on outgoing feeders for measurement of actual ex-bus generation and had also installed necessary communication facilities. However, the joint action plan could not be prepared since Kerala State Electricity Board (KSEB), the beneficiary, had certain reservations to the proposal of implementation of ABT. It was stated that KSEB would be directly approaching the Commission to apprise it of the technical difficulties.

No formal request was received from KSEB. Accordingly, notices were issued to the parties concerned.

3. We have heard Shri V.B.K. Jain for NTPC and the representative of KSEB, who narrated the technical difficulties and made a prayer for deferment of the proposal of implementation of ABT on the generating station.

4. We direct that the difficulties envisaged by KSEB shall be placed on record before the Commission through an affidavit latest by 20.2.2006.
