Dated this the 14th day of February, 2022 Petitioner is working as overseer Grade-II attached to the Office of the Assistant Engineer, Works Department, Travancore Devaswom Board (for short ‘Board’). He was first appointed as an Apprentice trainee and after one year as Tracer on consolidated pay, he was

appointed to the post of Tracer on regular basis by order

dated 13.6.2003. The petitioner joined duty on 13.6.2003 and completed probation on time. According to the petitioner the post of Tracer is equivalent to Overseer Grade-III. Considering the total service of the petitioner, the 2nd respondent Chief Engineer had, vide letter dated 27.7.2017, recommended appointment of the petitioner to the post of Overseer Grade-III with effect from 13.3.2009.According to the petitioner he is entitled to be appointed to the post of Overseer Grade-III with effect from 13.6.2003. Contrary to the recommendation and the claim, the Board appointed petitioner as Overseer Grade- III only with effect from 16.4.2018. Aggrieved, the petitioner has submitted Ext.P4 representation before the 1st respondent. The petitioner apprehends that his representation may not be taken up for consideration prior to his retirement on 31.5.2022. 2.Having heard the learned counsel for the petitioner and the learned Standing Counsel for Devaswom Board, I deem it appropriate to direct the 1 st respondent to taken up the representation and pass orders thereon expeditiously.
