PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the 2nd respondent to issue Work Site Inspection Certificate and Working condition of the Plants and Machineries Certificates to the petitioner as per the application of the petitioner dated 26.01.2026 (through e-mail) and 27.01.2026 (Register Post) in order to submit his bids through online on or before 07.02.2026 upto 11.00 Hrs in Tender Notification in Tender Notice No. 52/2025-2026/HDO, dated 19.01.2026 on the file of the 1st respondent and pass orders.

ORDER

The writ petition has been filed seeking a mandamus to the respondents to issue Work Site Inspection Certificate and Plants and Machinery Certificate to enable the petitioner to participate in the tender called for by the first respondent.

2. The grievance of the petitioner is that despite they submitting an

application to the second respondent through email on 26.01.2026 as well as through registered post on 27.01.2026, and requesting him to issue the aforesaid certificates, so as to enable the petitioner to participate in the tender called for by the 1st respondent dated 19.01.2026, and the last date for receipt of tender documents was on 07.02.2026 at 11.00 hrs., the same was not considered and no certificates have been issued to date. Hence, the petitioner is before this Court seeking a mandamus to the second respondent to issue the said certificates.

3. Mr.V.Jeevagiridharan, learned Additional Government Pleader who

enters appearance for respondents 1 and 2, on instructions would submit that the certificates sought for by the petitioner would be issued to them on 06.02.2026, if the application is otherwise in order. Page2 of 4
