Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Mandamus, directing the 2nd Respondent to consider the representation of petitioner dated 08.10.2025 and to pay the compensation for petitioner’s land which was acquired for the construction of Metro Rail Station at Moolakaddai, Chennai, in accordance to law within the time stipulated by this Hon’ble court For Petitioner(s): Mr. Adinarayana Rao

ORDER
The petitioner was allotted 218.50 sq. m. by the first respondent under allotment order dated 28.03.1996. Subsequently, the first respondent executed Sale Deed dated 07.07.2010 bearing Document No.5784 of 2010 in favour of the petitioner. The said property was acquired for purposes of the Chennai Metro Rail Project. After submitting representation dated 08.10.2025 seeking payment of compensation for the land, the present writ petition has been filed.
2. Mr.G.Sivakumar, learned Standing Counsel, accepts notice for the 1st
respondent, Mr.B.Vijay, learned Standing Counsel, accepts notice for the 2 nd respondent and Mr.P.Sathish, learned Additional Government Pleader, accepts notice for the 3rd respondent. Page2 of 6
3. Mr.Vijay submits that no objection letter from the first respondent is
necessary for purposes of making funds available to the third respondent for disbursement of compensation to the petitioner. He also submits that a request for such no objection letter has been made to the first respondent.
4. Mr.Vijay also submits that District Revenue Officer, Land Acquisition,
CMRL, Chennai, should be added as a party. Accordingly, the District Revenue Officer, Land Acquisition, CMRL, Chennai, is suo motu added as the 4th respondent in this writ petition. The order shall be issued after carrying out the amendment.
5. The petitioner has placed on record allotment order dated 28.03.1996
and Sale Deed dated 07.07.2010. In view of these documents, it is necessary that the first respondent provide the no objection letter to enable payment of compensation to the petitioner.
6. Accordingly, this writ petition is disposed of on the following terms:
(1) The first respondent is directed to provide a no objection letter to the 2nd respondent within one month from the date of receipt of a copy of this order.
(2) The fourth respondent is directed to disburse the Page3 of 6 compensation to the petitioner within three months from the date of receipt of a copy of this order.
(3) The second respondent is directed to make necessary funds available sufficiently in advance to enable such disbursement. 19-02-2026 (1/2) Index: Yes/No
