Petitioner has approached this Court seeking a direction to the 2nd respondent to consider and pass orders on Ext.P3, Form 5 application. The petitioner is the absolute owner and is in possession of an extent of 6.07 Ares of land comprised in Survey No.399/18 in Kavumannam Village, Vythiri Taluk of Wayanad District.
