By this petition, the petitioner seeks transfer of his petition filed under Section 71 of the Mental Health Act, 1987 from the Court of learned District Judge, West District, Tis Hazari Courts, Delhi to learned District Judge, Central District, Delhi. He submits that on 31.10.2017 after the retirement of the District Judge, West District, Tis Hazari Courts, Delhi, no incumbent has been appointed.
