D.B.CIVIL WRIT (PAROLE) PETITION NO.13630/2013 Govind Singh Versus The State of Rajasthan & ORS.Date of Order :: 05.02.2014 PRESENT HON'BLE Mr.JUSTICE GOVIND MATHUR HON'BLE Mr.JUSTICE ATUL KUMAR JAIN By post Mr.K.R.Bishnoi - Additional Government Advocate BY THE COURT : A letter addressed to this court by convict-prisoner Govind Singh S/o Ummed Singh is treated as a petition for writ.

The convict-prisoner is undergoing life term imprisonment in pursuant to the judgment dated 12.03.2010 passed by learned Additional Sessions Judge (Fast Track).Jhunjhunu in Sessions Case No.68/2008 pertaining to the offences punishable under Section 302, 366, 376 and 363 IPC.

The petitioner has already served sentence for a period of 6 years 3 months 3 day including remission for a period of 7 months 24 days as on 20.11.2013.

The District Parole Advisory Committee, Jhunjhunu in its meeting dated 29.08.2013 considered case of the petitioner, but denied the parole by relying upon the reports submitted by the [2].Superintendent of Police, Jhunjhunu and the Assistant Director, Department of Social Justice and Empowerment, Jhunjhunu.

The Superintendent of Police, Jhunjhunu by a letter dated 27.08.2013 communicated that the petitioner is facing several other criminal cases and in the event of grant of parole to him, he may cause some undesirable incident.
