In compliance with the order dated 09.09.2013 passed by this Court, an additional affidavit has been filed by Additional Inspector General of Prisons, Haryana, with regard to completing the process of disposal of the parole/furlough cases in time.
It has been stated in the affidavit that the Government, vide letter dated 24.09.2013, has requested that all the Divisional CommissioneRs.District Magistrates, Commissioners of Police and Superintendent of Police/Deputy Commissioner of Police, be directed to take following steps to avoid delay in deciding the parole/furlough cases:- (i) That delay in parole/furlough cases may be kept an agenda point in next DC/SPs conferences.
(ii).video conference may be organized of all CommissioneRs.DMs.Commissioners of Police and Prasher Ajay 2013.10.08 18:28 I attest to the accuracy and integrity of this document High Court Chandigarh Crl.

(iii)The review of parole/furlough cases may be made a permanent agenda point in the monthly monitoring Committee meeting at District HeadquarteRs.chaired by District & Sessions Judge, with Deputy Commissioner, SPs, D.A and Superintendent Jail, as membeRs.(iv)The Commissioner/District Magistrates may be directed to appoint a nodal officer and a branch in their offices with appropriate staff to monitor/decide the parole/furlough cases in order to ensure their disposal within prescribed time.
(v)The CommissioneRs.District Magistrates, SPs/DCPs and Superintendent Jails may be directed to upload the status of their parole/furlough cases applications on their web pages for the information of the convicts and their relatives.
(vi)The District Magistrates may also be directed to take appropriate action for forfeiture of security bond for violating the parole/furlough concession conditions under intimation to concerned District Superintendent Jails.
(vii).monthly report may be called from Commissioner/CPs/DMs & SPs which may be submitted by them to the Director General of Prisons for follow up action.
