The Court : By letter dated 16th July, 2013 the advocate of the applicant herein has been informed by HSBC Bank that Bangladeshi Nationals are entitled to open NRO accounts without requiring approval of Reserve Bank of India provided the bank is satisfied that the individual is holding a valid VISA and valid residential permit issued by the Foreign Registration Office or Foreigners’ Regional Office.

In the instant case the applicant is a Bangladeshi National, who is the holder of Letters of Administration to administer the estate of the deceased.

The applicant, therefore, seeks that an account be opened but undertakes not to operate the same till approval is received from the Reserve Bank of India.

Accordingly, HSBC Bank, Shakespeare Sarani Branch is directed to open the account as per rules applicable to Bangladeshi Nationals and stated in letter dated 16th July, 2013.

The said account, however, be not operated by the account holder-applicant till approval is received from the Reserve Bank of India.

An application has been made by HSBC Bank for grant of approval by letter dated 24th June, 2013, Reserve Bank of India is directed to answer to the said letter by 6th November, 2013.

As Locker No.B-563 was also operated by the deceased, let an inventory of the contents of such locker be made by the Manager of HSBC Bank, Shakespeare Sarani Branch in the presence of the applicant.

Matter to appear in the list on 7th November, 2013.
