2. Heard learned Government Pleader also.
3. In the light of the direction proposed to be issued, it is not necessary to issue notice to respondents 3 and 4, as this Court is not going into the merits of the contentions.
4. There will be a direction to the first respondent to take a decision on Ext.P2 after due enquiry and after hearing the petitioners and respondents 2 to 4, within a period of three months from the date of production of a certified copy of this judgment along with a copy of the writ petition.
