.....or testamentary succession, shall, within four months from the date upon which he gave or took possession, as the case may be, give notice of the fact to the Registrar of Mutations within whose sub-district the whole or some portion of the land to which the notice relates in situate, at his office: Provided that a notice under this section is receivable although the pres- cribed period has elapsed : Provided further that when any person has duly given notice under this section, all other persons are released from the obligation of giving notice in respect of the same transfer or succession: Provided further that when an instrument effecting a transfer of tenant-right has been registered under the provisions of the Indian Registration Act, 66.
