2.1[Authoritative Texts] of Central laws in certain languages A translation in any language (other than Hindi) specified in the Eighth Schedule to the Constitution, published under the authority the President in the Official Gazette,-- (a) of any Central Act or of any Ordinance promulgated by the President, or (b) of any order, rule, regulation or bye- law issued under the Constitution or under any Central Act, shall be deemed to be the1[authoritative texts] thereof in such language. ________________________ 1. .....to the Constitution and published under the authority of the President of any Central Act or of any Ordinance promulgated by the President or of any order, rule. regulation or bye-law issued under the Constitution or under any Central Act shall be deemed to be the authorised translation thereof in such language. 2. Section 5(1) of the Official Languages Act. 1963provides for authoritative texts in Hindi of Central Act, etc. At present, there is no provision in the Authorised Translations (Central Laws) Act, 1973 for providing authoritative texts of Central Act, etc., in the languages, other than Hindi, specified in the Eighth Schedule to the Constitution. As such, these cannot be quoted in Courts of law. There has also been a general demand for authoritative texts of Central Acts, etc., in the languages, other than Hindi, specified in the Eighth Schedule to the Constitution. The proposed amendment is being brought forward lo fulfil this demand. This will enable the authoritative texts of Central Acts, etc., in the languages, other than Hindi, specified in the Eighth Schedule to the Constitution to be quoted in the Courts of law and facilitate the use of these languages in Courts.....

THE AUTHORISED TRANSLATIONS (CENTRAL LAWS) AMENDMENT ACT, 1988 [Act, No.18 of 1988] [31st March, 1964.] An Act to amend the Authorised Translations (Central Laws) Act, 1973. BE it enacted by Parliament in the Thirty-ninth Year of the Republic of India as follows: -- 1. Short title. This Act may be called the Authorised Translations (Central Laws) Amendment Act, 1988. 2. Amendment of long title. In the Authorised Translations (Central Laws) Act, 1973 (hereinafter referred to as the principal Act,) in the long title, for the words "authorised translations", the words "authoritative texts" shall be substituted. 3. Amendment of section 1. In section 1 of the principal Act, in sub-section (1), for the words "Authorised Translations", the words "Authoritative Texts" shall be substituted. 4. Amendment of section 2. In section 2 of the principal Act, for the words "authorised translation", the words "authoritative text" shall be substituted.

Title: Authoritative Text in the Hindi Language

.....amendment of this Constitution made in the English language. (2) The translation of this Constitution and of every amendment thereof published under clause (1) shall be construed to have the same meaning as the original thereof and if any difficulty arises in so construing any part of such translation, the President shall cause the same to be revised suitably. (3) The translation of this Constitution and of every amendment thereof published under this Article shall be deemed to be, for all purposes, the authoritative text thereof in the Hindi language.] ________________________ 1. Title: Deduction in Respect of Professional Income of Authors of Text Books in Indian Languages

.....text book, or included in the curriculum, by any university, for a degree or post-graduate course of that university; and (b) the book is written in any language specified in the Eighth Schedule to the Constitution or in any such other language as the Central Government may, by notification in the Official Gazette, specify in this behalf having regard to the need for promotion of publication of books of the nature referred to in clause (a) in that language and other relevant factors. Explanation : For the purposes of this section, (i) author includes a joint author; (ii) lump sum, in regard to royalties or copyright fees, includes an advance payment on account of such royalties or copyright fees which is not returnable; (iii) university shall have the same meaning as in the Explanation to clause (ix) of section 47.
