.....the powers and the functions of the Senate and the Syndicate except the power of the Senate to review the action of the Syndicate as provided in sub-section (1) of section 19 of the Gandhiji University Act, 1985 (12 of 1985), may during the interval between the dissolution of the Senate and the Syndicate under section 3 and the reconstitution of the Senate and the Syndicate in pursuance of section 6, be exercised and performed, as far as may be, and to such extent as the Government may determine, by the Vice Chancellor. 6. Reconstitution of the Senate and the syndicate.-The Senate and the Syndicate shall be reconstituted in accordance with the provisions of the Gandhiji University Act, 1985 (12 of 1985), within one year from the date of commencement of this Act. 7. Removal of difficulties."(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, as occasion may require, by order, not inconsistent with the provisions of this Act, remove such difficulty. .....travelling fellowships, scholarships, studentships, exhibitions, medals and prizes on the recommendation of the Academic Council. (s) to confer honorary degrees, titles or other academic distinctions; on the recommendations of the Academic Council. (t) to enact, amend or repeal Statutes, (u) to confer the title of Professor Emeritus on the recommendation of the Academic Council. (v) to make Statutes for creation of posts. (w) to exercise such other powers and perform such other duties as may be conferred or imposed upon it by this Act, Statutes, Ordinances or Regulations. (3) Nothing contained in sub-section (2) shall be deemed to confer on the Syndicate, the power to revise the pay scales of any of the employees or to grant any allowances or emoluments to them.

Title: The Syndicate

The Syndicate shall consist of the following members, namely:- (i) The Vice-Chancellor; (ii) The Director of Health and Family Welfare, Karnataka; (iii) The Director of Medical Education, Karnataka; (iv) The Director of Indian System of Medicine and Homoeopathy, Karnataka; (v) The President, Karnataka Chapter of the Indian Medical Association; (vi) The President, Karnataka Medical Council; (vii) Three persons elected by the Senate amongst themselves; (viii) One Professor nominated by the Vice-Chancellor by rotation, every two years; (ix) Two Heads of University or affiliated colleges by yearly rotation, nominated by the Vice-Chancellor; (x) One nominee from an autonomous institution nominated by the Vice-Chancellor by yearly rotation; (xi) Three experts in the field of health sciences nominated by the Chancellor on the recommendation of the Vice-Chancellor; (2) Seven members of the Syndicate shall form a quorum for a meeting of the Syndicate.

Title: The Term of Office of the Members of the Academic Council and Syndicate

(1) Save as otherwise provided the term of the office of the members other than the ex-officio members of the Academic Council and the Syndicate shall be three years, or till reconstitution whichever is earlier. (2) Notwithstanding anything contained in this Act, the Academic Council and the Syndicate shall be reconstituted once in three years simultaneously.

If any person on behalf of a member of an organized crime syndicate is, or, at any time has been in possession of movable or immovable property which he cannot satisfactorily account for, he shall be punishable with imprisonment for a term which shall not be less than three years but which may extend to imprisonment for a term of ten years and shall also be liable to a fine, which shall not be less than one lakh rupees and such property shall also be liable for attachment and forfeiture, as provided by section 21.
