.....spaces and for scrutiny of plans of crew accommodation spaces and the manner in which such fees may be collected.] (3) If any person making an inspection under section 176 finds that the crew accommodation is in sanitary or is not in accordance with the provisions of this Act, he shall signify it in writing to the master of the ship and may, if he thinks fit, detain the ship until the defects are remedied to his satisfaction.
