Whenevera riot is committed for the benefit or on behalf of any person who is the owneror occupier of any land respecting which such riot takes place, or who claimsany interest in such land, or in the subject of any dispute which gave rise tothe riot, or who has accepted or derived any benefit therefrom, the agent or manager of suchperson shall be punishable with fine, if such agent or manager, having reasonto believe that such riot was likely to be committed, or that the unlawfulassembly by which such riot was committed was likely to be held, shall not useall lawful means in his power to prevent such riot or assembly from takingplace and for suppressing and dispersing the same.

Whoever, in contravention of any provision of this Act, develops, produces, otherwise acquires, stockpiles, retains or uses Chemical Weapons, transfers, directly or indirectly, any Chemical Weapon to any person, uses any riot control agent as a method of warfare, engages in any military preparations to use Chemical Weapons, assists, encourages or induces in any manner any person to engage in the use of any riot control agent as a method of warfare or any other activity prohibited to a State Party under the Convention, shall be punishable with imprisonment for a term which shall not be less than one year but which may extend to term of life and shall also be liable to fine which may extend to one lakh rupees.

Title: Issue of Orders for Prevention of Riot, Etc

.....deem expedient. All persons concerned shall be bound to conduct themselves in accordance with such orders as the authority making orders may make and notify in exercise of the authority hereby vested in it. (2) If the lawful occupier of such building or place suffers substantial loss or injury by reason of the action taken under sub-section (1), he shall be entitled, on application made to the authority concerned within one month from the date of such action, to receive reasonable compensation for such loss or injury, unless such action was in the opinion of such authority rendered necessary either by the use to which such building or place was put or intended to be put or by the misconduct of persons having access thereto. (3) In the event of any dispute in any case under sub-section (2), as to the amount (if any) to be paid, and as to the person to whom it is to be paid such dispute shall be decided by the judicial officer exercising powers and performing the functions of a Magistrate of the First Class.
