Public Debt Act, 1944 Complete Act

.....only in so far as it deals with public debt of the Central Government. The present legislation, therefore, takes the form of a Bill to be enacted as a separate Act, applicable only to securities of the Central Government, which will reproduce the provisions of the 1920 Act with amendments designed to remedy the defects already referred to, and with certain other amendments the necessity or desirability of which is suggested by experience in the administration of the Act during last two decades. In this reproduction of the provisions of the 1920 Act, those provisions have been rearranged so as to group together sections dealing with the incidents common to the different forms in which loans of the Central Government are held and to relegate to separate sections the incidents peculiar to negotiable instruments."-Gaz. .....and West Bengal have separate legislation in regard lo registration of births and deaths, while others have enabling provisions in the Municipal Act, Panchayat Act. Chowkidai " Manual or Land Revenue Manual so that the matter is governed by executive orders or bye-laws setting out legal registra- tion procedure. Such situation by its very nature, leads to diversity in practices and inefficiency of performance. Various national committees and experts, who gave attention to the problem, have strongly recommended the need for a Central Legislation to regulate registration of births and deaths in the country. 2. The Central Government needs adequate and accurate countrywide registration data for purposes of national planning, organising public health and medical activities and developing family planning programmes. Population is one of the most dynamic factors in the present economy of the country but it is here that information on trends furnished by the registration data is very defective and unreliable. Bengal Agricultural and Sanitary Improvement Act, 1920 Complete Act

.....simple enough in the case of small schemes. The relevant sections of the Bengal Tenancy Act, even though coupled with the Land Improvements Loans Act, are practically inoperative; the application of the Bengal Embankment Act is necessarily limited. The procedure prescribed in the Bengal Drainage and the Bengal Sanitary Drainage Acts is more applicable to large schemes, whilst the Bengal Sanitary Drainage Act, as its name implies, cannot be utilised for purely agricultural projects. Moreover, even for large schemes, the procedure of these two Acts is unnecessarily rigid, cumbrous and dilatory. The Bengal Sanitary Drainage Act is the less elaborate of the two, but there are many matters in the Bengal Drainage Act which should be inserted in statutory rules rather than in the law. Neither Act contains provision for the execution of works initiated by private individuals or bodies of agriculturists registered under the Co-operative Societies Act, 1912 (2 of 1912). Finally the provisions of both Acts for the apportionment and recovery of costs are unnecessarily rigid.
