Amendment of section 5.- In section 5 of the principal Act,--- (a) for the words "and the value of the book", the words "and, if the contravention is in respect of a book, shall also be punishable with fine which shall be equivalent to the value of the book" shall be substituted; (b) after the words "to which the book", the words "or newspaper, as the case may be" shall be inserted. 7. Substitution of new section for section 7.-- For section 7 of the principal Act, the following section shall be substituted, namely:-- "7. Application of Act to books and newspapers published by Government.-- This Act shall also apply to books and newspapers published by or under the authority of the Government but shall not apply to books meant for official use only.".

Title: Public Provident Fund Scheme

(1) The Central Government may, by notification in the Official Gazette, frame a scheme to be called the Public Provident Fund Scheme for the establishment of a provident fund for the general public and there shall be established, as soon as may be after the framing of the Scheme, a Fund in accordance with the provisions of this Act and the Scheme. (2) Subject to the provisions of this Act, the Scheme may provide for all or any of the matters specified in the Schedule. (3) The Scheme shall have effect notwithstanding anything contained in any law for the time being in force other than this Act or in any instrument having effect by virtue of any law other than this Act. Title: Power of Government to Declare Harmful Publications Forfeited

(1) The State Government may, if it is of opinion after consultation with the principal law officer of the State, whether called the Advocate-General or by any other name, that any publication is a harmful publication, declare, by order notified in the Official Gazette, that every copy of such publication shall be forfeited to the Government and every such notification shall state the ground for the order. (2) Without prejudice to the provisions contained in sub-section (1) of section 6, where there is an order of forfeiture under sub-section (1) in respect of any publication it shall be lawful for any police officer to seize the same wherever found in the territories to which this Act extends.

Title: Requirements of a Public Interest Disclosure

(1) Any disclosure of information revealing a disclosable conduct shall be a public interest disclosure for the purposes of this Act. (2) Notwithstanding anything contained in the Official Secrets Act, 1923, any public servant other than those referred to clauses (a) to (d) of article 33 of the Constitution or any other person including any non governmental organization,may make a public interest disclosure to the Competent Authority. (3) Every disclosure shall be made in good faith and the person making it shall solemnly affirm that he reasonably believes that the information disclosed and any allegation contained therein is substantially true. (4) Every disclosure shall be in writing and shall contain as full particulars as possible and shall be accompanied by supporting documents or other material. (5) The Competent Authority may, if it deems fit call for further information or particulars from the person making the disclosure. (6) The Competent Authority shall not entertain a disclosure under subsection (1) unless the identity of the person making it is disclosed in the disclosure.

Delivery of newspapers to public libraries.-- Subject to any rules that may be made under this Act, but without prejudice to the provisions contained in the Press and Registration of Books Act, 1867 (25 of 1867.), the publisher of every newspaper, published in the territories to which this Act extends, shall deliver at his own expense one copy of each issue of seen newspaper as soon as it is published to each such public library as may be notified in this behalf by the Central Government in the Official Gazette.] ________________________ 1.
