.....used in retail trade for measuring kerosene, milk or potable liquors; (e) any weighing or measuring instrument or device which is made or manufactured exclusively for domestic use: Provided that such instrument of device is not intended for the use of any member of the medical profession in the course of such profession. (2) Where any officer of the Central or State Government charged with the duty of implementing the law relating to weights and measures has any reason to believe that the model of any weight or measure referred to in sub-section (1) requires a test by the prescribed authority he may acquire one such weight or measure from the market and forward it to the prescribed authority for test, the fees for which shall be payable by the Government employing the officer by whom such weight or measure has been forwarded for test. (3) Every person shall, before making or manufacturing any weight or measure to which this part applies, submit for approval of the prescribed authority, such number of models, drawings and other information relating to such weight or measure as may be prescribed: Provided that in relation to any weight or measure, to which this Part.....

Title: Power of Government to Make Model Bye-laws and Adoption of Such Bye-laws by Municipal Councils

.....(3) If a municipal council proposes to adopt the model bye-laws in respect of any matter subject to any modifications, the procedure specified in subsections (4), (5) and (6) of section 324 shall be followed as if the modifications were bye-laws proposed to be made by the municipal council. The modifications as approved by the Government shall be published in the prescribed manner and the model bye-laws shall subject to such modifications come into force from such date as may be specified by the municipal council and where no date is specified on the date of such publication. (4) (a) The Government may by order direct any municipal council to adopt the model bye-laws in respect of any matter, within such period not being less than three months from the date of receipt of the direction by the municipal council. (b) If the municipal council fails to take any action for adopting the model bye-laws with or without modifications, the Government may by notification declare that the said model bye-laws shall come into force in the said1[municipal area] from such date as may be specified in such notification, and such bye-laws shall come into force accordingly. Title: Power of Government to Make Model Regulations and Bye-laws and Adoption of Such Regulations and Bye-laws by the Panchayats

(1) The Government may , subject to the provisions of this Act and the rules made under section 311 and after previous publication of the draft for not less than one month, make model regulations and bye-laws for Grama Panchayats, Taluk Panchayats and Zilla Panchayats. (2) A Grama Panchayat, Taluk Panchayat or Zilla Panchayat may by resolution adopt the model bye-laws or regulations, as the case may be, made under sub-section (1), and such bye-laws and regulations shall come into force within the jurisdiction of the Grama Panchayat, Taluk Panchayat or Zilla Panchayat from such date as the Grama Panchayat, Taluk Panchayat or Zilla Panchayat, as the case may be, may specify in a notice published in the prescribed manner. (3) The Government may by order direct any Grama Panchayat, Taluk Panchayat or Zilla Panchayat to adopt the model bye-laws and regulations in respect of any matter within such period not being less than three months from the date of receipt of the direction by the Panchayat concerned. Title: Approval of Model

Every person before manufacturing or importing any weight or measure shall seek the approval of model of such weight or measure in such manner, on payment of such fee and from such authority as may be prescribed: Provided that such approval of model may not be required in respect of any cast iron, brass, bullion, or carat weight or any beam scale, length measures (not being measuring tapes) which are ordinarily used in retail trade for measuring textiles or timber, capacity measures, not exceeding twenty litre in capacity, which are ordinarily used in retail trade for measuring kerosene, milk or potable liquors: Provided further that the prescribed authority may, if he is satisfied that the model of any weight or measure which has been approved in a country outside India conforms to the standards established by or under this Act, approve such model without any test or after such test as he may deem fit.

Modelbye-laws (1) In respect of any of the matters specified in the rules made in accordance with clause (c) of sub-section (2) of section 129, the Registrar may by notification, make model bye-laws and different model bye-laws may be made for different classes of societies. (2) The Registrar may by order direct any co-operative society or classor classes of co-operative societies to adopt the model bye-laws in respect of any matter within such period not being less than three months from the date of receipt of the direction by the society. (3) If a co-operative society fails to take any action for adopting the modelbye-laws with or without modifications, the Registrar may by order declare that the said model bye-laws shall be deemed to have been adopted by such society from such date as may be specified in such order and such bye-laws come into force accordingly.] _______________________________ 1.
