Title: Interference with Meters or Works of Licensee

Title: Affixing of Meters

(1) For the purpose of measuring and recording the quantity of water consumed, every person carrying on any1[industry] and every local authority shall affix meters of such standards and at such places as may be prescribed and it shall be presumed that the quantity indicated by the meter has been consumed by such person or local authority, as the case may be, until the contrary is proved. (2) Where any person or local authority fails to affix any meter as required by sub-section (1), the Central Government shall, after notice to such person or local authority, as the case may be, cause such meter to be affixed and the cost of such meter together with the cost for affixing the meter may be recovered from such person or local authority by the Central Government in the same manner as an arrear of land revenue. ________________________ 1. (1) The Board may provide a water meter and attach the same to the service pipe in the premises connected with Board water works. (2) The cost of meters, the expenses of their installation, and the rent payable for use of meters, shall be such as may be prescribed by regulations, and shall be paid by the owner of the premises. (3) The use, maintenance and testing of meters shall be regulated by regulations made in this behalf. (4) Whenever water is supplied through a meter, it shall be presumed that the quantity indicated by the meter has been consumed until the contrary is proved.

Title: Complaint for Incorrect Meter
State: Maharashtra

(1) A consumer may make a complaint in writing to the company that the meter supplied to him is not correct, and the company shall, within forty-eight hours of the receipt of such complaint, test the meter in the presence of the consumer or his representative if the consumer so desires and if the meter is found to be otherwise than correct, shall replace it by correct meter within the next forty-eight hours or such longer time as may be allowed by the Inspector. (2) Where on such testing the meter is found to be correct, the consumer shall, if demanded by the company in writing, be liable to pay to the company a testing charge not exceeding such amount as may be prescribed. Explanation.-For the purposes of this section, a meter shall be deemed to be correct if it does not register measurement of gas more than 3 per cent. above or below the correct measurement.

(2) For proper accounting and audit in the generation, transmission and distribution or trading of electricity, the Authority may direct the installation of meters by a generating company or licensee at such stages of generation, transmission or distribution or trading of electricity and at such locations of generation, transmission or distribution or trading, as it may deem necessary. (3) If a person makes default in complying with the provisions contained in this section or the regulations made under sub-section (1), the Appropriate Commission may make such order as it thinks fit for requiring the default to be made good by the generating company or licensee or by any officers of a company or other association or any other person who is responsible for its default.
