There shall be established a permanent bench of the High Court at Patna at Ranchi, and such Judges of the High Court at Patna, being not less than three in number, as the Chief Justice of that High Court may, from time to time, nominate, shall sit at Ranchi in order to exercise the jurisdiction and power for the time being vested in that High Court in respect of cases arising in the districts of Hazaribagh, Giridih, Dhanbad, Ranchi, Palamau and Singhbhum: PROVIDED that the Chief Justice of that High Court may, in his discretion, order that any case or class of cases arising in any such district shall be heard at Patna

Be it enacted by Parliament in the Twenty-seventh Year of the Republic of India as follows.-- SECTION 01: SHORT TITLE This Act may be called the High Court at Patna (Establishment of a Permanent Bench at Ranchi) Act, 1976. SECTION 02: ESTABLISHMENT OF A PERMANENT BENCH OF HIGH COURT AT PATNA AT RANCHI There shall be established a permanent bench of the High Court at Patna at Ranchi, and such Judges of the High Court at Patna, being not less than three in number, as the Chief Justice of that High Court may, from time to time, nominate, shall sit at Ranchi in order to exercise the jurisdiction and power for the time being vested in that High Court in respect of cases arising in the districts of Hazaribagh, Giridih, Dhanbad, Ranchi, Palamau and Singhbhum : Provided that the Chief Justice of that High Court may, in his discretion, order that any case or class of cases arising in any such district shall be heard at Patna. .....if the petitioner satisfies the Division Bench that he had sufficient cause for not preferring the appeal within such period. Explanation.--The fact that the petitioner was misled by any order, practice or judgment of the High Court in ascertaining or computing the prescribed period may by sufficient cause within the meaning of this sub-section. (3) An appeal under sub-section (1) shall be filed, heard and decided in accordance with the procedure as may be prescribed by the High Court. Section 3 - Power to make rules (1) The High Court may, from time to time, make rules for carrying out all or any of the purpose of the Act.
