(4) The Government may by general or special order provide for the following matters, namely:- (a) the procedure of the Joint Committee; (b) The total number of members of the Committee; (c) The number of members to be appointed or elected under sub sections (2) and (3); (d) The manner of election or appointment under sub-sections (2) and (3); (e) The term of Office; (f) The powers of the committee which shall not be in excess of the powers that can be exercised by the local authorities or statutory bodies concerned; (g) the provisions of funds to the Joint Committee and its administration; (h) the manner of selection of the chairperson of Joint Committee; (5) The Joint Committee may be dissolved after serving the purpose for which it was constituted.
