.....04: POWER TO MAKE RULES The Central Government may, by notification in the Official Gazette, make rules for carrying out the purposes of this Act. SECTION 05: NOTIFICATION UNDER SECTION 3 AND RULES UNDER SECTION 4 TO BE PLACED BEFORE PARLIAMENT Every notification issued under sub-section (2) of section 3-and every rule made under section 4-shall be laid as soon as may be after it is issued or made before each House of Parliament while it is in session for a period of thirty days which may be comprised in one session or3[in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid.] both Houses agree for making any modification in the notification, or as the case may be, in the rules, or both Houses agree that the notification or rule should not be issued or made, the notification or rule shall thereafter have effect only in such modified form or be of no effect, as the case may be, so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that notification or rule. (f) of Sub-S (1) of S. 7 of he Factories Act, 1948 (Central Act LXIII of 1948) as manager of the factory; (b) in any industrial establishment under the control of any Department of any State Government in India, the authority appointed by such State Government in this behalf or where no authority is so appointed the head of the department; (c) in any other industrial establishment any person responsible to the owner for the supervision and control of the industrial establishment; (2) "Government" means the State Government of Assam. (3) "Industrial Establishment" means- (a) a factory as defined in Cl.(m) in S. 2 of the Factories Act, 1948 (Central Act LXIII of 1948) or any place which is deemed to be a factory under sub-S.(2) of S.85 of the Act; or (b) a plantation as defined in CI. Title: Conferment of Status and Certain Immunities and Privileges on the Corporation and Conferment of Certain Immunities and Privileges on Its Officers and Employees

.....shall be construed as- (a) entitling the Corporation to import into India goods free of any duty of customs without any restriction on their subsequent sale therein; or (b) conferring on the Corporation any exemption from duties or taxes which form part of the price of goods sold; or (c) conferring on the Corporation any exemption from duties or taxes which are in fact no more than charges for services rendered. (2) The Central Government may, from time to time, by notification in the Official Gazette, amend the Schedule in conformity with any amendments, duly made and adopted, of the provisions of the Agreement set out therein: Provided that any notification issued under this sub-section shall be laid for not less than thirty days before each House of Parliament as soon as may be after it is issued and shall be subject to such modifications as Parliament may make during the session in which it is so laid or the session immediately following.
