Under that Order a new Board called the Maharashtra State Khadi and Village Industries Board has been established for the whole of the State of Maharashtra by dissolving the Khadi and Village Industries Board (Bombay, Poona and East Khandesh) constituted under the State Corporation Act, 1957, for a part of the State of Maharashtra. .....309, the Government of India is now compelled to deal with many of these matters by means of non-statutory executive orders. This is neither satisfactory nor quite justifiable. 2. Before the commencement of the Constitution, the Government of India issued the Indian Civil Administrative Cadre Rules and the Indian Police Service Cadre Rules.
