Title: Definition of Diseased

(1) In this, Act, unless there is anything repugnant in the subject or context, ''diseased'' means affected with glanders or farcy or any other dangerous epidemic disease among horses which the State Government may, by notification in the Official Gazette, specify in this behalf [Certain words rep.by the Repealing Act, 1927 (12 of 1927).] (2) the provisions of this Act relating to horses shall apply also to [Inserted by Act 9 of 1920, section 2] [camels], asses and mules.

Glanders and Farcy Act 1899 Section 8

Title: Horse to Be Destroyed if Found Diseased: Otherwise Restored

(1) If the Veterinary Practitioner certifies in writing that the horse is diseased, the Inspector shall cause the same to be immediately destroyed. Provided that, in the case of any disease other than glanders or farcy, horses certified to be diseased as a foresaid may, subject to any rules which the State Government may make in this behalf, be either destroyed or otherwise treated kor dealt with as the Veterinary Practitioner may deem necessary. (2) If, after completing the examination, the Veterinary Practitioner does not certify that the horse is diseased, the Inspector shall at once deliver the same to the person entitled to the possession thereof.

Dourine Act, 1910 Complete Act

.....DEFINITIONS (1) In this Act, the expression "inspector" and "veterinary practitioner" mean, respectively, the officers appointed as such under this Act, acting within the local limits for which they are so appointed. (2) The provisions of this Act in so far as they relate to entire horses shall, if the4[State Government], by notification as aforesaid, so directs, apply also to entire assess used for mulebreeding purposes. SECTION 03: REGISTRATION OF HORSES - The5[State Government] may, by notification as aforesaid, make such orders as it thinks fit directing and regulating the registration of entire horses maintained for breeding purposes.State Amendments SECTION 04: APPOINTMENT OF INSPECTORS AND VETERINARY PRACTITIONERS (1) The6[State Government] may by notification as aforesaid, appoint any persons it thinks fit to be inspectors, and any qualified veterinary surgeons to be veterinary practitioners, under this Act, and to exercise and perform, within any area prescribed by the notification, the powers conferred and duties imposed by this Act upon such officers respectively. (2) Every person so appointed shall be deemed to be a public servant within the meaning of the Indian.....

.....AND CONTROL OF INFECTIOUS AND CONTAGIOUS DISEASES IN ANIMALS ACT, 2009 27 OF 2009 Enforce, w.e.f. the date to be notified-The Glanders and Farcy Act, 1899 and the Dourine Act, 1910-Repeal The following Act of Parliament received the assent of the President on the 20th March, 2009, and is hereby published for general information:- An Act to provide for the prevention, control and eradication of infectious and contagious diseases affecting animals, for prevention of outbreak or spreading of such diseases from one State to another, and to meet the international obligations of India for facilitating import and export of animals and animal products and for matters connected therewith, or incidental thereto. Whereas economic losses due to infectious and contagious diseases of animals are enormous in the country with some of these diseases constituting a serious threat to the public; And whereas many of such animal diseases can be largely prevented by judicious implementation of vaccination programmes or by taking other appropriate and timely measures on scientific lines; And whereas such measures are necessary to facilitate the import and export of animals and animal products and.....
