..... 2 . Notwithstanding anything contained in the Orissa Municipal Act, 1950 no action taken or order passed by the Director of Municipal Administration within the period from the 1st day of August 1968 to the 12th day of March 1969 in the belief or purported belief that the said Director while taking such action or making such order was appointed to act as such Director by an appropriate notification issued under the said Act, shall be questioned in any court of law or otherwise open to challenge merely on the ground that he was not appointed by a notification as aforesaid and all such actions and orders shall be deemed to have been validly taken or passed in exercise of the powers conferred by or under that Act. THE PUNJAB COURT OF WARDS (VALIDATION OF EXERCISE OF POWERS) ACT 1957 1THE PUNJAB COURT OF WARDS (VALIDATION OF EXERCISE OF POWERS) ACT 1957 Punjab Act No. 18 of 1957 [Received the assent of the Governor of Punjab on the 10th July, 1957 and was first published for general information in the Punjab Government Gazette {Extraordinary) dated the 13th July, 1957] Be it enacted by the Legislature of the State of Punjab in the Eighth Year of the Republic of India as follows:" Short title 1. This Act may be called the Punjab Court of Wards (Validation of Exercise of Powers) Act, 1957. Validation of acts and indemnity in respect thereof. 2. All acts of executive authority or proceedings which have been done or taken with respect to or in connection with any court of wards estate since 1st October, 1949 and before the commencement of this Act, by an officer not below the rank of Extra Assistant Commissioner in charge of court of wards estate or by a person acting under his authority or otherwise in pursuance of an order of Punjab Court of Wards, or in the belief or purported belief that the acts and proceedings were being done or taken under the orders passed under.....

(2) On making of a declaration under sub-section (1), notwithstanding anything contained in any other law for the time being in force, the Corporation or a Municipal Council or any standing committee thereof or the Commissioner of the Corporation or Municipal Commissioner, or the Chief Officer of a Municipal Council shall not be competent to exercise or discharge the powers or functions conferred or imposed on the Authority or the Commissioner as the case may be, by such declaration. Title: Default in Exercise of Power or Performance of Duty by Planning Authority

(1) If, in the opinion of the State Government, any Planning Authority is not competent to exercise or perform, or neglects or fails to exercise or perform any power conferred or duty imposed upon it under any of the provisions of this Act, the State Government or any person or persons appointed in this behalf by the State Government, may exercise such power or perform such duty. (2) Any expenses incurred by the State Government or by such person in exercising such power or performing such duty, shall be paid out of the funds of the Planning Authority and the State Government may make an order directing any person who, for the time being, has custody of any such funds to pay such expenses from such funds and such person shall be bound to obey such order.
