Title: The Registrar (Evaluation)

(1) The Registrar (Evaluation) shall be a whole time officer of the University. The State Government may appoint an officer of the Karnataka Administrative Service, not below the rank of Group-A Senior Scale or a senior member of Faculty of any University to be the Registrar (Evaluation) of a University: Provided that where no such person is available then the Registrar (Evaluation) shall be appointed by the Vice Chancellor with the approval of the Syndicate from out of a penal of not less than three persons recommended by the Vice Chancellor. If none of the persons in the penal is approved by the Syndicate within the time prescribed by the Statutes, the Chancellor may, in consultation with the Vice Chancellor appoint such other person as he deems fit to be the Registrar (Evaluation). The terms and conditions of service and emoluments of the Registrar (Evaluation) so appointed shall be such as may be determined by the Chancellor. (2) The Registrar (Evaluation) shall be a Member of the Syndicate, the Academic Council, Finance Committee and all the Faculties. Title: Planning, Monitoring and Evaluation Board

.....(1) There shall be a Planning, Monitoring and Evaluation Board to plan the academic courses, research programmes, interdisciplinary activities, interaction with outside agencies for training, extension and research, and to monitor from time to time the implementation of the programmes and activities formulated by it. (2) The Planning, Monitoring and Evaluation Board shall consist of the following members, namely:- (a) the Vice-Chancellor, who shall be the Chairman; (b) the Registrar; (c) the Registrar (Evaluation); (d) two senior most Deans of the Faculties by rotation for a period of one year as recommended by the Vice-Chancellor; (e) two senior most Professors of whom one shall be from science and technology and the other from humanities and social sciences nominated by the Vice-Chancellor, for a term of two years; (f) one expert who is an educationist with rich experience of teaching and Research and educational administration nominated by the State Government for a term of two years; (g) one officer of the State Government in the Planning Department not below the rank of a Deputy Secretary or a Joint Director of Planning, nominated by the State Government; .....

Title: Curriculum and Evaluation Procedure

(1) The curriculum and the evaluation procedure for elementary education shall be laid down by an academic authority to be specified by the appropriate Government, by notification. (2) The academic authority, while laying down the curriculum and the evaluation procedure under sub-section (1), shall take into consideration the following, namely:-- (a) conformity with the values enshrined in the Constitution; (b) all round development of the child; (c) building up child's knowledge, potentiality and talent; (d) development of physical and mental abilities to the fullest extent; (e) learning through activities, discovery and exploration in a child friendly and child-centered manner; (f) medium of instructions shall, as far as practicable, be in child's mother tongue; (g) making the child free of fear, trauma and anxiety and helping the child to express views freely; (h) comprehensive and continuous evaluation of child's understanding of knowledge and his or her ability to apply the same.

Title: Temporary Vacancy in the Office of the Registrar, the Registrar (Evaluation), the Finance Officer

(1) In the event of death, suspension or temporary absence of the Registrar, the Registrar (Evaluation) or the Finance Officer the Chancellor may authorise any other suitable officer of the University to perform the duties of the Registrar, Registrar (Evaluation) or the Finance Officer, as the case may be. (2) Pending appointment of a suitable officer to fill the vacancy in the office of the Registrar, Registrar (Evaluation) or the Finance Officer, the Vice-Chancellor may in his discretion authorise any officer to perform the duties of such vacant post till appointment is made. The Vice-Chancellor shall immediately report the action taken by him under this sub-section to the Chancellor.

Evaluation of damages during survey, measurement, etc.- The damages caused while carrying out works on land such as survey, digging or boring sub-soil, marking boundaries or cutting trenches or clearing away any standing crop, fence or forest or doing such other acts or things which may cause damages while acting under section 20B particularly relating to land which is excluded from acquisition proceeding, shall be evaluated and compensation shall be paid to the persons having interest in that land, within six months from the completion of the said works. _____________________________________________ 1. .....of the revised pay scale and the difference, if any, be treated as personal pay. (2) While fixing the pay in the revised pay scales, the following factors shall also be taken in to account, namely:- (a) in case, a Judicial Officer drawing pay in the existing pay scale, equal to or less than that of his senior in the same cadre and similarly appointed, draws his next increment in the revised pay scale on the date earlier than such senior whereby his pay is raised to a stage higher than that of such senior, the next increment of the senior shall be granted on the same date on which the junior officer draws his next increment in the revised pay scale; (b) in case, a Judicial Officer promoted to a higher post before 1-1-1996 draws less pay in the revised pay scale than his junior, his pay shall be stepped up equal to the pay of his junior in the higher post from the date of promotion of the junior; and (c) the benefits under clauses (a) and (b) shall be admissible only in case the anomaly has arisen due to the consequence of the application of the fixation of pay in the revised pay scales. 6. .....shall when present, preside at any convocation of the University. (3) He shall have such other powers as may be conferred on him by or under this Act. Section 13 - The Pro-Chancellor (1) The Minister incharge of Higher Education in Karnataka shall, by virtue of his office be the Pro-Chancellor of the University.
