(1) Each participating State shall prepare a Sub-Regional Plan for the sub-region within the State and the Union territory shall prepare a Sub-Regional Plan for the sub-region within the Union Territory. .....Judicial Officer and labelling it as a juvenile court does not serve the requirement of the Statute.
