Section 21 Act to have overriding effect The provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force or in any judgment, decree or order of any court, tribunal or other authority, or in any instrument having effect by virtue of any law other than this Act. Section 22 Power to remove difficulties If any difficulty arises in giving effect to the provisions of this Act, the State Government may take such steps or issue such orders not inconsistent with the provisions of the Act or the rules made thereunder, as the State Government may consider necessary for removing such difficulty.
