.....for further service in the police, the appointing authority shall forthwith permit him to withdraw from duty on his discharging, or giving a satisfactory security for the payment of any debt due from him as such police officer to Government or to any police fund : Provided that he shall forthwith return the certificate of appointment, arms, accoutrements, uniform and all other Government property in his possession before he is permitted to withdraw from duty. .....seems that there should be a system of compulsory registration requiring a Mutawalli to notify to some resonsible officer not merely about the fact of the Waqf, of which he is the Mutwalli. but also the nature and extent and other incidents of the endowment. Further, even where a Waqf is well-known and Mutawalli is obviously thoroughly incompetent to carry on his duties, the public find a difficulty in instituting suits to remove him from his post by reason of the cumbrous procedure laid down in the Code of Civil Procedure. It is with a view to facilitate the institution of such suits that a provision has been made in the Bill. Lastly, there appears to be a general consensus of opinion amongst the Muhammadans throughout the country that there should be some responsible officer, who may go about and find for himself whether the various Waqf properties scattered throughout the country are being properly managed or not. .....UNDER ACT TO BE PUBLIC SERVANTS All persons appointed or authorised under this Act shall he deemed to be public servants within the meaning of section 2 of the Indian Penal Code. SECTION 08: PROTECTION OF ACTION TAKEN IN GOOD FAITH No suit, prosecution or other legal proceeding shall lie against the State Government, the District Magistrate or any person appointed or authorised under this Act for anything which is in good faith done or intended to be done by any of them under this Act. .....of these Temples; AND WHEREAS in view of continuous litigation by the interested parties, it has not been possible to bring the provisions of the Act into force, except sections 1(2), 21 to 31, 33, 34, 38 and 39 thereof; AND WHEREAS it appears that it will take some years to get a final decision of the Court in this matter, where the validity of the Act itself has also been challenged; AND WHEREAS, complaints have been received by Government from a large number of devotees of God Vithoba and Goddess Rukmini visiting the Pandharpur Temples that they are being exploited by the priests at the Temples by demanding unreasonable dakshinas, offerings, donations, gifts, fees or other charges for allowing them to enter the Temples for worshipping or for performing any religious service or ceremonies therein and on failure to meet the demands of the priests the devotees are being insulted, abused or cursed and even molested physically; AND WHEREAS, on account of the aforementioned activities of the priests, there has been great unrest and discontent amongst the millions of devotees visiting the Pandharpur Temples. .....Act 14) (3) "Commissioner" means the Commissioner appointed under section 5; (4) "dealer" means any person who sells taxable goods:- (a) manufactured, made or processed by him in the State of Mizoram (b) brought by him into the Mizoram State; or (c) obtained by him in the State of Mizoram otherwise than by purchase.
