Title: Power of State Government to Impose Collective Fine

(3) (a) Any person aggrieved by the imposition of the collective fine or by the order of apportionment under sub--section (1), may, within thirty days of the notification, file a petition before the State Government or such other authority as it may specify in this behalf for being exempted from such fine or for modification of the order of apportionment. Every person to whom international criminal responsibility applies under Article III of the said Convention, as set out in the Schedule, shall be punished with death, or imprisonment for life, or imprisonment for a term which may extend to ten years, and shall also be liable to fine.
