1[32. Issue of guarantees. -- The National Bank may guarantee, subject to such directions as may be issued by the Board, from time to time, deferred payments in connection with the purchase of capital goods or for any other purpose for giving effect to the provisions of this Act, due from any person or class of persons, whether incorporated or not.] ________________________ 1. Issue of guarantees. -- The National Bank may guarantee, with the prior approval of the Central Government and on such terms and conditions as may be agreed upon deferred payments in connection with the purchase of capital goods (i) due from a co-operative society approved by the Reserve Bank in this behalf or such other institution which may, on the recommendation of the Reserve Bank, be approved by the Central Government in this behalf, or (ii) due from any other person and guaranteed to the National Bank by a State land development bank or a State co-operative bank or a scheduled bank."

Failure to comply with the provisions of section 21 or section 22 or with the directions issued under section 31A (1) Whoever fails to comply with the provisions of section 21 or section 22 or directions issued under section 31A, shall, in respect of each such failure, be punishable with imprisonment for a term which shall not be less than one year and six months but which may extend to six years and with fine, and in case the failure continues, with an a additional fine which may extend to five thousand rupees for every day during which such failure continues after the conviction for the first such failure. (2) If the failure referred to in sub-section (1) continues beyond a period of one year after the date of conviction, the offender shall be punishable with imprisonment for a term which may shall not be less than two years but which may extend to seven years and with fine.] ________________________ 1.
