Title: The Vice-chancellor

.....until the return of Vice-Chancellor to duty, as the case may be, exercise the powers and perform the functions of the Vice-Chancellor in addition to his own functions. In the absence of the Dean, the Board shall, as soon as possible and subject to the approval of the Chancellor, make such arrangements for carrying on the duties of the office of the Vice-Chancellor as it may think fit, and until such arrangementsare made such officer of the University as may be nominated by the Chancellor for the purpose shall carry on the current duties of the office of the Vice-Chancellor. _______________________ 1. Title: The Vice-chancellor

.....of this Act or for abuse of the powers vested in him and on the advice tendered by the State Government on consideration of the report of an inquiry ordered by it under sub--section (8). (8) For the purposes of holding an inquiry under this section the State Government shall appoint a person who is or has been a judge of the High Court or the Supreme Court. The inquiry authority shall hold an inquiry after giving an opportunity to make representation by the Vice--Chancellor and shall submit a report to the State Government on the action to be taken including penalty, if any, to be imposed, and the State Government shall on consideration of the report advise the Chancellor. The Chancellor shall act in accordance with such advice, as far as may be within six months. (9) The emoluments and other conditions of service of the Vice Chancellor shall be such as may be determined by the Chancellor and shall not be varied to his disadvantage after his appointment as Vice Chancellor. In the event of a Vice--Chancellor retiring on superannuation during his tenureship as Vice Chancellor, his conditions of service already determined shall continue to be in vogue. Title: The Vice-chancellor

.....or any college maintained or controlled by the University. (4) The Vice-Chancellor shall, subject to the pleasure of the Chancellor and the provisions of sub-section (2) hold office for a period of three years, but he shall be eligible for re-appointment: Provided that no person shall be appointed as Vice-Chancellor for more than two terms; Provided further that no Vice-Chancellor shall be removed from the office except by an order passed on the ground of misbehaviour, mis-management, incapability or otherwise after due enquiry by a serving or retired Judge of a Supreme Court or High Court appointed by the Chancellor. (5) When any temporary vacancy occurs in the office of the Vice-Chancellor by reason of leave, illness or other cause, the Chancellor shall make such arrangements for carrying on the duties of the Vice-Chancellor as he may deem fit: Provided that pending the making of such arrangement by the Chancellor, the Vice-Chancellor may designate among the Deans of the University to be in charge of current duties of the Vice-Chancellor for a period not exceeding one month or till arrangements are made by the Chancellor, whichever is earlier.

Visveswaraiah Technological University Act, 1994 Section 13

.....who are outstanding in the field of Engineering, Technology or education and recommended by the committee referred to in sub-section (3) of this section and such panel shall not contain the name of any member of the sub-committee. Title: The Vice-chancellor

.....- The Vice-Chancellor 1[(1) Appointment of the Vice-Chancellor shall be made by the Chancellor on the recommendation of the Government under sub-section (2). 1[(2) The Government shall, for the purpose of sub-section (1), constitute a Search Committee, consisting of three persons of whom, one shall be nominated by the Executive Committee. One shall be nominated by the University Grants Commission and one shall be nominated by the Government. The Search Committee shall submit to the Government a panel consisting of names of three persons in alphabetical order. Such panel shall not contain the name of any member of the said Committee. The Government shall recommend to the Chancellor, the name of one of the three persons in the said panel for being appointed as the Vice Chancellor. The Government may, if necessary obtain a new panel from the Search Committee. Accordingly, upon such requisition by the Government the Search Committee shall submit to the Government a new panel of names of three persons: Provided that,- (a) the person so nominated shall not be a member of any of the authorities of the University; (b) the person so nominated by the Chancellor shall convene.....

.....shall communicate through the Vice-Chancellor to the Chancellor such action, if any, as it proposes to take or has been taken by it upon the results of such inspection or inquiry. (8) Where the Board of Management does not within a reasonable time, take action to the satisfaction of the Chancellor, the Chancellor may, after considering any explanation furnished or representation made by the Board of Management, issue such directions as he may think fit and the Board of Management shall be bound to comply with such directions. (9) Without prejudice to the foregoing provisions of this section, the Chancellor may, by an order in writing annul any proceedings of the University which is not in conformity with this Act, the statues or the Ordinances: Provided that before making any such order, he shall call upon the University to show cause why such an order should not be made and, if any cause is shown within a reasonable time, he shall consider the same. (10) The Chancellor shall have such other powers as may be specified by the statutes.

.....He shall in such a case, and as soon as may be thereafter, report his action to the authority which would ordinarily have dealt with the matter. (7) Where any action taken by the Vice-Chancellor under sub-section (6) affects any person in the service of the University to his disadvantage, such person may prefer an appeal to the Board within thirty days from the date on which such person has notice of the action taken. (8) Any person aggrieved by the appellate order of the Board may within thirty days from the date of communication of such order to him appeal to the Chancellor and the decision of the Chancellor on such appeal shall be final. (9) Subject to the provisions of the preceding sub-sections, the Vice-Chancellor shall give effect to the orders of the Board regarding the appointment, suspension and dismissal of officers, teachers and other employees of the University. (10) The Vice-Chancellor shall be responsible for the proper administration of the University and for a close co-ordination and integration of teaching, research and extension education. (11) The Vice-Chancellor shall exercise such other powers as may be prescribed.
