COMMENTS this section was originally numbered as S. 12 and is being re-numbered as S. 11 after deletion of S. 10 in the original Act, by Assam ACT VII of 1978 and by the same Amendment Act, the words "and the Pro-Chancellor" in sub S. (1) thereof have been deleted. 12. The Registrar. (1) The Registrar shall be a whole-time salaried officer of the University. The terms and conditions of the service of the Registrar shall be such as may be prescribed by the Ordinances. (2) The Registrar shall be the Secretary of the Court, the Executive Council, the Academic Council, the post Graduate Board, the Under-Graduate Board, the Finance Committee and the Selection Committee but shall not be deemed to be a member to be a member of any of these authorities except that of the Court. COMMENTS This section was originally numbered as S. 15 and is being renumbered as S. 12, after deletion of Ss. 10, 13 and 14 in the original Act, by Assam Act VII of 1971 and the original Ss. 13 and 14 read as follows: "13. (2) The salient features of every Local Library Development Plan prepared under sub-section (1) shall be published in such manner as may be prescribed along with a notice inviting objections and suggestions from all persons interested in the Plan within such period as may be specified in the notice. Title: Unpaid Accumulations and Claims Thereto

.....is made to the Board, the Board shall, by notice (containing such particulars may be prescribed),- (a) exhibited on the notice-board of the factory or establishment in which the unpaid accumulation was earned; and (b) published in the official Gazette; and (c) also published in any two newspapers circulating in the area in which the factory or establishment in which the unpaid accumulation was earned is situate or in such other manner as may be prescribed, regard being had to the amount of the claim, invite claims by employees for any payment due to them. The notice shall be inserted in the manner aforesaid in June and December of every year, for a period of three years from the date of the payment of the unpaid accumulation to the Board. (4) If any question arises whether the notice referred to in sub-section (3) was given as required by that sub-section, a certificate of the Board that it was so given, shall be conclusive. (5) If a claim is received whether in answer to the notices or otherwise, within a period of four years from the date of first publication of the notice in respect of such claim, the Board shall transfer such claim to the Authority.....

Title: Local Library Authority to Appoint Committees

(1) Every Local Library Authority shall constitute the following committees by election from among its members, namely:- (i) the Executive Committee; and (ii) the Finance Committee. (2) A Local Library Authority may constitute committees for such other purposes as it deems fit. (3) The Chairman of the Local Library Authority shall ex-officio be a member and Chairman of the Executive Committee, and the Finance Committee. (4) (a) The Executive Committee shall be responsible for the executive functions of the Local Library Authority. (b) The Finance Committee shall scrutinise proposals for increase of revenue, examine the receipts and expenditure statements, consider all new propositions affecting finance and shall generally supervise the revenue and expenditure of the Local Library Authority.
