.....the foregoing powers, such rules may provide for all or any of the following matters, namely :-- (a) conduct and distribution of business and procedure before a Gram Nyayalaya; (b) other matters which in the opinion of the State Government are necessary for the proper and efficient conduct of proceedings before a Gram Nyayalaya; (c) honorarium, travelling allowance and daily allowance to be paid to the person giving legal advice to the Gram Nyayalaya. Section 33 - Laying of rules All rules made under the provisions of this Act shall be laid on the table of the Legislative Assembly. Section 34 - Saving All cases pending immediately before coming into force of this Act before any Civil, Criminal or Revenue Court shall be heard and decided by the respective Court as if this Act has not come into force. .....CERTIFICATES ACT, 1996 ACT 11 OF 1996 [1] THE KERALA (SCHEDULED CASTES AND SCHEDULED TRIBES) REGULATION OF ISSUE OF COMMUNITY CERTIFICATES ACT, 1996 An Act to provide for and to regulate the issue of Community Certificates to members of the Scheduled Castes and the Scheduled Tribes in the State of Kerala . Preamble. "WHEREAS it is considered necessary to devise and provided for a strict procedure for and to regulate the issue of community certificates to members of the "Scheduled Castes and the Scheduled Tribes in the State of Kerala ; AND WHEREAS in order to curb effectively the evil practices of securing such certificates by persons other than those belonging to the Scheduled Castes and Scheduled Tribes for claiming the benefits of reservation and such other benefits meant for the Scheduled Castes and the Scheduled Tribes and to make provisions for prescribing punishment, therefore and to provide for matters connected therewith or incidental thereto; BE it enacted in the Forty-seventh year of the Republic of India as follows: " 1. .....of Civil Procedure, 1908 while trying a suit, in respect of the following matters, namely:- (a) summoning and enforcing the attendance of any witness and examining him on oath; (b) the discovery and production of any document; (c) the receiving of evidence by affidavit; (d) the issuing of any commission for the examination of witnessess. (6) Any investigation before the Commissioner shall be deemed to be a judicial proceeding within the meaning of sections 193 and 228 of the Penal Code 1860 and the Commissioner shall be deemed to be a civil court for the purposes of section 195 and Chapter XXVI of the Code of Criminal Procedure, 1973. (7) A claimant, who is aggrieved by the decision of the Commissioner, may prefer an appeal against the decision to the City civil court, Bangalore within the local limits of whose jurisdiction the Palace is situated.

Title: Examination of Claims
State: Karnataka

(1) On receipt of the claims made under section 16, the Commissioner shall arrange the claims in the order of priority specified in Schedule II and examine the same in accordance with such order of priority. (2) If, on examination of the claims the Commissioner is of opinion that the amount paid to him under this Act is not sufficient to meet the liabilities specified in any lower category he shall not be required to examine the claims in respect of such category.
