Such certified copy shall be received as evidence of the facts stated therein in proceedings under this Act. 27. Landlord and tenant to furnish particulars.- Every landlord and every tenant of a building shall be bound to furnish to the Accommodation Controller, the Rent Control Court or any person authorised by it in that behalf, such particulars in respect of the building as may be prescribed by rules made under this Act. 28. Inspectors.- (1) The Government may, by notification in the Gazette, appoint such officers as they think fit to be Inspectors for the purpose of enforcing the penal provisions of this Act and may assign to them such local limits as they may think fit. (2) For the purpose of any investigation or enquiry under the Act the Inspector may enter any premises with such assistance as he thinks necessary. 29. Penalties.- (1) If any person contravenes any of the provisions of sub-sections (1), (2), (4), (5) and (6) of section 4, clause (a) of sub-section (1) and clause (b) of sub-section (2) of section 8, sub-section (1) of section 13, sub-section (1) of section 17.....

Amendment of section 4.- In section 4 of the Kerala Khadi and Village Industries Board Act, 1957 (Kerala Act 9 of 1957) (hereinafter referred to as the principal Act),- (i) for sub-section (2), the following sub-sections shall be substituted, namely:- "(2) The Board shall consist of not less than five and not more than fifteen members appointed by the Government from among- (a)non-officials, who, in the opinion of the Government have shown active interest in the production and development of khadi or in the development of village industries; and (b)officials.
