(1)The Central Government may, by notification in the Official Gazette, make rulesto carry out the purposes of this Act.
(2)In particular and without prejudice to the generality of the foregoing power,such rules may provide for--
(a)the functions of the Committee and the travelling and daily allowances payableto members of the Committee and members of any sub-committee appointed undersub-section (5) of section 3;
(b)the functions of the Central Seed Laboratory;
(c)the functions of a certification agency;
(d)the manner of marking or labelling the container of seed of any notified kind orvariety under clause (c) of section 7 and under clause (b) of section 17;
(e)the requirements which may be complied with by a person carrying on the businessreferred to in section 7;
(f)the form of application for the grant of a certificate under section 9, theparticulars it may contain, the fees which should accompany it, the form of thecertificate and the conditions subject to which the certificate may be granted;
1 [(ff)the standards to which seeds should conform;]
(g)the form and manner in which and the fee on payment of which an appeal may bepreferred under section 11 and the procedure to be followed by the appellateauthority in disposing of the appeal;
(h)the qualifications and duties of Seed Analysts and Seed Inspectors;
(i)the manner in which samples may be taken by the Seed Inspector, the procedurefor sending such samples to the Seed Analyst or the Central Seed Laboratory andthe manner of analysing such samples;
(j)the form of report of the result of the analysis under sub-section (1) orsub-section (2) of section 16 and the fees payable in respect of such reportunder the said sub-section (2);
(k)the records to be maintained by a person carrying on the business referred to insection 7 and the particulars which such records shall contain; and
(l)any other matter which is to be or may be prescribed.
(3)Every rule made under this Act shall be laid as soon as may be after it is made,before each House of Parliament while it is in session for a total period ofthirty days which may be comprised in one session or 2 [in two or moresuccessive sessions, and if, before the expiry of the session immediatelyfollowing the session or the successive sessions aforesaid] both Houses agree inmaking any modification in the rule or both Houses agree that the rule shouldnot be made, that rule shall, thereafter have effect only in such modified formor be of no effect, as the case may be; so however, that any such modificationor annulment shall be without prejudice to the validity of anything previouslydone under that rule.
