(1) Allquestions coming beforeameetingshall be decided by themajority of thevotes of the members present and voting .

(2) In the case of an equality of votes , the Chairman shall have asecondorcastingvote , (3) The Secretaryshall have theright of takingpart inthidiscussions of the Councilbutshallnot have therighttovoteat any meeting .
