Reform Acts (English) [2 & 3 Wm. 4, c. 45 (1832), 30 & 31 Vict. c. 102 (1867)], commonly called the (English) Representation of the People Acts; and the Representation of the People Act, 1884 (48 Vict. c. 3): Acts for extending the parliamentary franchise. The Acts of 1832 and 1867 applied to England and Wales only, there being separate Acts for Scotland and Ireland at the same period; the Act of 1884 applied to Scotland and Ireland as well. Lodger-franchise. This was first conferred upon the occupiers of lodgings in boroughs of 10l. yearly value, if let unfurnished, by the (English) Representation of the People Act, 1867, and was afterwards extended to the occupiers of lodgings in counties by the (English) Representation of the People Act, 1884. As soon as may be, means 'as soon as practicable', Ashok Kumar v. Delhi Administration, AIR 1982 SC 1143. [National Security Act, (65 of 1980), ss. 3(2) and 8]--when the representation is made it is in the fitness of things that the said representation should be considered with the same sense of urgency with which the grounds are intended to be communicated to the detenu. That is the only way in which the purpose, for which the earliest communication of the grounds to the person concerned is provided, can be achieved. The representation must, therefore, be considered with due promptitude or expedition and without avoidable delay in other words with reasonable dispatch, Durga Pada Ghosh v. Newspaper establishment, means an establishment under the control of any person or body of persons, whether incorporated or not, for the production or publication of one or more newspapers or for conducting any news agency or syndicate and includes newspaper establishments specified as one establishment under the schedule.
