Definition :

Handicapped, means a person-(i) visually handi-capped; (ii) hearing handicapped; (iii) suffering from locomotor disability; or (iv) suffering from mental retardation. [Rehabilitation Council of India Act, 1992 (34 of 1992), s. 2(1) (c)]
